Notes: The Matanuska-Susitna Borough (MSB) is proposing to construct a new bulk loading and unloading facility, referred to as the Bi-Modal Bulk Facility, within the Port MacKenzie District. The MSB has contracted with the Alaska Railroad (ARRC) to act as Program Manager. The proposed facility would involve construction of two roadways and an adjacent pad. The roads would provide connectivity between Point MacKenzie Road and Lu Young Lane at Port MacKenzie. An earthen pad adjacent to the roadway would serve as a material storage area (Bulk Material Storage Pad) to provide space to stockpile a variety of bulk materials.

The purpose of the Bi-Modal Bulk Facility is to create traffic circulation for trucks arriving at the port; segregate heavy inbound trucks from traffic to and from the dock and ferry terminal; and provide an upland material storage area for bulk materials.

Major items of work include grubbing, earthwork, drainage and seeding.
